M I N U T E S <br /> <br /> <br />Eugene City Council <br />McNutt Room—City Hall—777 Pearl Street <br />Eugene, Oregon <br /> <br /> October 8, 2008 <br /> Noon <br /> <br />COUNCILORS PRESENT: Betty Taylor, Jennifer Solomon, George Poling, Andrea Ortiz, Mike Clark, Bonny <br />Bettman, Alan Zelenka. <br /> <br />COUNCILORS ABSENT: Chris Pryor. <br /> <br /> <br />Her Honor Mayor Kitty Piercy called the work session of the Eugene City Council to order at 11:58 a.m. She noted <br />that Councilor Chris Pryor was on a visit to Eugene’s Sister City Kakegawa, Japan. <br /> <br />A. WORK SESSION: <br /> <br />Sustainability Commission Recommendations <br /> <br /> <br />City Manager Jon Ruiz shared his excitement about sustainability. He said this would be the first set of recommen- <br />dations to come before the City Council from the Sustainability Commission. He noted that the commission had <br />made three recommendations, but the third was more administrative in nature and staff was moving forward with it. <br />He explained that the third piece was more of a triple bottom line framework from which to evaluate policies and <br />strategies as they were brought before the council in the future. He felt this tied into the council goals regarding <br />sustainability. He asked Sustainability Manager, Felicity Fahy, to come to the table. <br /> <br />Ms. Fahy introduced Sustainability Commission Chair, Will Shaver, and chair of the subcommittee, Josh Bruce. <br /> <br />Mr. Shaver explained that the commission had created a subcommittee consisting of five members to review the <br />recommendations in the Sustainable Business Initiative (SBI) and those from the Portland Peak Oil Task Force <br />report. He said the subcommittee had arrived at a number of recommendations as a result of this review, two of <br />which were currently before the council. <br /> <br />Mr. Bruce thanked the Mayor and the City Council for its support. He also acknowledged the work of Ms. Fahy and <br />other staff people. He called the work the commission had done “exciting and rewarding.” <br /> <br />Ms. Ortiz arrived. <br /> <br />Mr. Bruce stated that the work of the SBI had included much community involvement and the subcommittee had <br />drawn heavily from it. He said the subcommittee had been challenged by the breadth of what it could bring to the <br />council and decided to focus on the policy-related items. He related that the first recommendation was to have all <br />city-owned facilities and operations carbon-neutral by the year 2020; if that was not possible the focus should then be <br />on local carbon offsets. <br /> <br /> <br /> <br />MINUTES—Eugene City Council October 8, 2008 Page 1 <br /> Work Session <br />
