,'? ~ • .~ <br />EXHIBIT B <br />FINDINGS AND RECO~ATIONS <br />SUBJECT: PAVING, CURB, GUTTERS AND STaRM SEWER ON 2ND AVENUE FROM <br />WASHINGTON TO LAWRENCE STREET ~CaNTRACT #91--18~ <br />BACKGROUND <br />on July 6, 1990, the City received a petition from the property <br />owners requesting 34--foot wide paving improvements to 2nd Avenue <br />from Washington Street to Lawrence Street. The petitioners own <br />property that would bear 75~ of the cost of the assessable improve- <br />ments. <br />Based on the petition, the City Engineer initiated the project, as <br />provided for i n the Eugene Code 7.16 0 ~ 8 ~ on November 3 0 , 19 9 0 . The <br />property owners were notified of the pending local improvement <br />district hearing 10 days prior to the hearing. The local improve- <br />ment district was authorized by the Council on July 8, 1991. The <br />low bid was submitted by Eugene_ Sand and Gravel Inc, in the amount <br />of $44,996.00. <br />PROJECT <br />Second Avenue, from Lincoln Street to Washington Street, was <br />widened to 34-feet, with curbs, gutters and storm sewers as <br />required. Sidewalks were not installed at this time. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 86 percent of the improve- <br />ment costs will be assessed to the abutting property owners, with <br />the balance born by the City. The costs to be assessed are shown <br />below: <br />34-foot paving $ 73.66/front foot <br />A.C. drive $ 1.69/square foot <br />Concrete drive $ 3.60/square foot <br />Costs listed below are the Engineerfs estimate and preliminary <br />costs quoted to property owners at the local improvement district <br />hearing following bid opening: <br />34-foot paving $ 79.84/front foot <br />A.C. drive $ 1.57/square foot <br />Concrete drive $ 3.96/square foot <br />
