ORDINANCE NO.19853 AN ORDINANCE ADQ~~TING ~~3E. `~'~~ST EUGENE WETLANDS SPECS AREA STT~~~I , The City Council of the City of Euge~ae finds that: A. In January 1989, the Eugene Planning Commission began work on the West Eugene Wetlands Special Area Study ~Stu~r~. The Study is a multi le ob'ective . P J exam~nat~on of the balance between protec~i~n of valuable wetland areas and water quality, and preservation of developable laid within the Stud area~~west Eu ene. Y g B. Section 444 of the Federal Clean '4~ater Act X33 U.S.C. 1344 and the Ore on ~ g Revised Statutes, 196.~~Q-19b.99~, regulate fill and development within wetlands in order to protect water quality. C. For citizen involvement the Study relied upon a series of five public worksho s P attended by a total of approximately 475 people. Numerous presentations were made during the preparation of the Study to elected and appointed public bodies and to local civic, development and environmental groups and organizations. Numerous field tri s to P the wetlands were conducted for federal, state and local government agencies and local organizations. Comments were received and recorded from each of the worksho s, the . P presentations and the f~e1d trips. D. Throughout the Study process the owners of every parcel containing wetlands identified in the Study were included on a mailing list, and were notified of all worksho s, • ~ p public meetings and hearings, and were given general informat~an about the Study via a newsletter. A technical advisory committee ~TAC} comprised of representatives from the U.S. Environmental Protection Agency, the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, the Oregon Division of State Lands and the Oregon De artment of . .. P Environmental Quality part~c~pated ~n the development of the draft plan and commented on the draft plan after it was distributed far public review. F. In March 1991, the initial draft of the Nest Eugene Wetlands Special Area Study was distributed far public review.
