The proposed amendments are a result of the city's effort to provide for a <br />long-range development plan for the Willakenzie area. The amendments are <br />based on a tharaugh examination of land use, transportation and public facil- <br />ity needs to support an assumed build-out population of more than 50,000 <br />people. as such, the amendments reflect a change in circumstances that were <br />not anticipated in the Metro Plan. The change in circumstances is a direct <br />result of the 1 evel of detai 1 provided i n this plan. <br />_~_ <br />
