Historic Preservation Element lll•l <br />Policy Ill-I-2 {~ }: Adapt and implement historic preservation policies, regulations, and incentive <br />programs that encourage the inventory, preservation, and restoration of structures; landmarks; <br />sites; and areas of cultural, histaric, or archaeological significance, consistent with overall <br />policies. <br />Findings• <br />~ } The Historic Resources Element provides an historic resources inventory for the <br />Gateway Refinement Plan area. <br />2} Residential Policy ~ 2.4 provides for limited rezoning of histaric properties in the MDR <br />area east of Game Farm Road South to NC as an incentive to retain and rehabilitate <br />historic structures. <br />Policy 111-l-2 {2}: institute and support projects and programs that increase citizen and visitor <br />awareness of the area's history and encourage citizen participation in and supportof programs <br />designed to recognize and memorialize the area's history. <br />Findings; <br />~ } The Historic Element provides for commemoration of Deadmond Ferry crossing, the <br />former Southern Pacitic Railroad corridor, and the hanging tree. <br />Ener Element lll•,„-J~ <br />Policy III-J-5 {7}; Encourage medium and high density residential uses when balanced with other <br />planning policies in order to maximize the efficient utilization of all forms of energy. The <br />greatest energy savings can be made in the areas of space heating and cooling and <br />. transportation. For example, the highest relative densities of residential development shall be <br />concentrated to the greatest extent possible in areas that are or can be well served by mass <br />transit, paratransit, and foot and bicycle paths, <br />Findings: <br />~ } Retention of the entire ~ 84-acre MDR designated area for medium density residential <br />uses {AS RECOMMENDED IN THE SPRINGFIELD PLANNING COMMISSION CHANGES} <br />provides the potential for higher densities of dwellings located in proximity to <br />commercial, service, and employment centers, as well as transit facilities, which is <br />consistent with Metro Plan goals for energy conservation. <br />Policy 111-J-5 {8}; Commercial, residential, and recreational land uses shall be integrated to the greatest <br />extent possible, balanced with all planning policies to reduce travel distances, optimize reuse <br />of waste heat, and optimize potential on-site energy generation. <br />Findings: <br />]) Residential Policy i 2.Q allows for rezoning to NC of up to 3 acres of currently MDR- <br />zonedand designated area in order to integrate neighborhood commercial uses that can <br />meet future residents' needs, <br />11 <br />
