19~s16 <br />ATTACHMENT~A <br />NQTE; This document represents findings based on the recommendations of the Springfield Planning <br />Commission. Feferences to staff recommendations and Plan Advisory Committee recommendations <br />have been deleted. References to specific Planning Commission recommended changes to the Draft <br />Gateway Refinerent Plan will be deleted upon final adoption of ordinances incorporating these <br />findings. <br />FINDINGS <br />DEMQNSTRATING CONSISTENCY OF THE GATEWAY REFINEMENT PLAN <br />WITH THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN <br />AND THE SPRINGFIELD DEVELOPMENT CQDE <br />Section 5.430 of the Springfield Development Code ~SDCf specifies criteria that must be met by the <br />Planning Commission and City Council in reaching a decision to adopt a refinement plan, These criteria <br />have been adopted consistent with Element IV--Plan Review, Amendment, and Refinement--vf the <br />Eugene-Springfield Metropolitan Area General Pian. In accordance with SDC 8.030, findings must be <br />adopted that demonstrate compliance of the proposed refinement plan with ~ ~ ~ the Metro Plan, ~~} <br />applicable state statutes, and ~3j applicable State-wide Planning Goals and Administrative Rules. <br />METRQ PLAN <br />~In order to demonstrate consistency with the Metro Plan, policies from each of the s ecific elements <br />p <br />in Chapter 111 of the Metro Plan, which are relevant to the adoption of the Gateway Refinement Plan <br />are cited below and are followed by findings that demonstrate how the Gateway Refinement Plan <br />complies with them. <br />Residential Land Use and Housing Element fill-A) <br />Policy III-A-4 ~1 ~; Coordinate new residential development with the provision of an adequate level of <br />services and facilities, such as sewers, water, transportation facilities, schools and parks. <br />Findings; <br />l~ Residentially designated land in the urbanizable portion of the Gateway Refinement Plan <br />area is currently without an adequate level of key urban services, particularly <br />transportation and sewer facilities. However, these services can be provided within <br />a reasonable period of time. See Residential Element Finding ~34.~ <br />~} Residential Policy i3,0 and its implementation actions require a conce tual <br />p <br />development plan for the undevelopedlunderdeveloped MDR-designated area in the <br />unincorporated area east of Game Farm Road South, Implementation action ~ 3.4 <br />requires that the conceptual development plan address the necessary key urban <br />services. <br />3~ Transportation implementation action ~ 1.z iRECOMMENDED 1N THE SPRINGFIELD <br />~~PLANNING CaMM1SSlON CHANGES ensures that adequate access and circulation will <br />be provided as future residential development occurs in the vicinity of Colonial Drive, <br />and will provide for the mitigation of a currently substandard local street with <br />inadequate access. <br />1 <br />
