ORDINANCE NO. ~ ~ S~~ ~Z <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METROPOLITAN ARF~A TIi~ANSPORTATION PLAN (TR,ANSPLAN) <br />The City Council of the City of Eugene finds as follows: <br />1. The Eugene-Springfield Metropolitan Area Transportation Plan <br />(TransPlan) is a functional refinement plan of the Eugene-Springfield <br />Metropolitan Area General Plan. <br />2. The City of Springfield has initiated amendments to the Eugene- <br />Springfield Metropolitan Area Transportation Plan (TransPlan) pertaining to the <br />street, highway and bicycle facility improvement projects within the Gateway <br />planning area. <br />3. The Springfield, Eugene, and Lane County Planning Commissions <br />held public hearings on the Gateway Refinement Plan and associated TransPlan <br />amendment proposals on October 2,1991. Adoption of these proposed <br />amendments has been recommended by the Eugene, Springfield, and Lane <br />County Planning Commissions. Notice of the public hearings before the Planning <br />Commission and City Council has been given as required by Eugene Code, 1971, <br />Section 9.134. <br />4. The Springfield and Eugene City Council s and the Lane County <br />Board of Commissioners held a public hearing on January 29,1992 on the <br />proposed Gateway Refinement Plan and associated TransPlan amendment <br />proposals. On March 2,1992, the Springfield City Council adopted Ordinance No. <br />5613 adopting the proposed TransPlan amendments. On April 15,1992, the Lane <br />County Board of Commissioners adopted Ordinance No. PA1013 adopting the <br />proposed TransPlan amendments. <br />5. The proposed amendments to TransPlan are necessary to implement <br />the Gateway Refinement Plan. <br />6. The proposed TransPlan amendments are consistent with applicable <br />Statewide Planning Goals, and meet other criteria for approval of refinement plan <br />amendments as required by Section 9.145(2) of the Eugene Code as shown in the <br />findings attached as Exhibit A and incorporated herein by reference. <br />NOw, FGRE, <br />1Z~ CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1.
