Findings: <br />~ ~ Transportation Policy $.0 encourages construction of additions! transit amenities along <br />arterials in the Gateway Refinement Plan area. <br />SPRlNGFlELD DEVELOPMENT CODE <br />~~ u i .~~w..~..raw.weir.i~n~n~imm~n~u~-i~ri~ia~~~un~~~iwY...~...r <br />Section 8.034 of the Springfield Development Code ~SDC~ contains the following three criteria for the <br />adoption of a refinement plan, The following findings demonstrate compliance of the Gateway <br />Refinement Plan with the relevant sections of the SDC. <br />Criterion 1: Demanstrated conformance with the Metro Plan. <br />Findings <br />i) The Gateway Refinement Plan conforms to the Metro Plan as demonstrated in the <br />findings under "Metro Plan" above. <br />,Crite,rion 2:, Demonstrated conformance with a licable State statutes. <br />Findings: <br />1 ~ Nv State statutes apply other than those addressed in the previous findings {primarily <br />ORS Chapter ]97~. <br />Criterion 3: Demanstrated conformance with a licabfe Statewide Plannin Goals and <br />Administrative Rules. <br />Findings: <br />~~ The Metro Plan has been acknowledged by the Land Conservation and Development <br />Commission as complying with the Statewide Goals and Guidelines and ~~egon <br />Administrative Rules. <br />2~ The Gateway Refinement Plan is in conformance with the Metro Plan see preceding <br />findingsy, and is therefore in conformance with the Statewide Planning Goals and <br />Guidelines and Oregon Administrative Rules. <br />3~ Natural and historic resources inventoried as part of this refinement plan have been <br />evaluated and considered in a manner consistent with Statewide Planning Goal 5 and <br />its corresponding Administrative Rule OAR fi64-~ fi. <br />14 <br />
