FINDINGS -DEMONSTRATING CQNSISTENCY QF AMENDMENTS TD THE TRANSPLAN 1NITH THE EUGENE•SPRINGFIELD METRQPQLITANAREA GENERAL PLAN AND APPLICABLE STATE-I~VIDE PLANNING GOALS, ADMINISTRATIVE RULES, AND STATE STATUTES TransPlan is a functional refinement plan of the Eugene-Springfield Metropolitan Area General Plan Metro Plant'. Section 8.030 of the Spring#ield Development Code ~SDCy specifies criteria that must be met by the Planning Commission and City Council in reaching a decision tv amend a refinement plan, These criteria have been adopted consistent with Element IV--Plan Review, Amendment, and Refinement--of the Metro Plan, In accordance with SDC 8.030, findings must be adopted that demonstrate compliance of the proposed amendments to TransPlan with {1) the Metro Plan, ~~~ applicable state statutes, and (3t' applicable State-wide Planning Goals and Administrative Rules. Criterion ~ : Demonstrated conformance with the Metro Plan, The TransPlan amendments must be consistent with the Metro Plan and its adopted functional refinement plans. Findings; ~) Attachment A demonstrates compliance of the Gateway Refinement Plan with the Metro Plan and with adopted TransPlan text. 2) Gateway Refinement Plan Transportation Policy ~ 5.0 requires TransPlan amendment proposals as needed to include the Refinement Plan's Transportation Project List. 3 f The TransPlan amendments {as described in the attached description and map) implement Gateway Refinement Plan policy regarding the Project List SAS RECOMMENDED IN THE SPRINGFIELD PLANNING COMMISSION CHANGESy, and are therefore consistent with the Refinement Plan, 4~ Since the Refinement Plan is consistent with the Metro Plan and TransPlan text, and the TransPlan amendments are consistent with the Refinement Plan, the TransPlan amendments are consistent with the Metro Plan. 5) The TransPlan amendments were reviewed by the Transportation Planning Committee ~TPC1, a committee composed of interjurisdictional staff, in accordance with the adopted TransPlan amendment process.
