19gg7
ATTACHMENT A
NOTE: This document represents findings based on the recommendations of the Springfield Planning
Commission. References to staff recommendations and Plan Advisory Committee recommendations
have been deleted. References to specific Planning Commission recommended changes to the Draft
Gateway Refinement Plan will be deleted upon final adoption of ordinances incorporating these
findings.
FINDINGS
DEMONSTRATING CONSISTENCY OF THE GATEWAY REFINEMENT PLAN
WITH THE EUGENE•SPRINGFIELD METROPOLITAN AREA GENERAL PLAN
AND THE SPRINGFIELD DEVELOPMENT CODE
Section $.Q34 of the Springfield Development Code {SDC} specifies criteria that must be met by the
Planning Commission and City Council in reaching a decision to adopt a refinement plan. These criteria
have been adopted consistent with Element 1V--Plan Review, Amendment, and Refinement--of the
Eugene-Springfield Metropolitan Area General Plan, In accordance with SDC 8.43C, findings must be
adapted that demonstrate compliance of the proposed refinement plan with {1 }the Metro Plan, {2}
applicable state statutes, and {3} applicable State-wide Planning Gvais and Administrative Rules.
METRO PLAN
In order to demonstrate consistency with the Metro Plan, policies from each of the specific elements
in Chapter 111 of the Metro Plan, which are relevant to the adoption of the Gateway Refinement Plan,
are cited below and are followed by findings that demonstrate how the Gateway Refinement Plan
complies with them,
Residential Land Use and Housin Element Ill-A
Policy 111-A-4 { 1 ~; Coordinate new residential development with the provision of an adequate level of
services and facilities, such as sewers, water, transportation facilities, schools and parks,
Findings:
1 } Residentially designated land in the urbanizable portion of the Gateway Refinement Plan
area is currently without an adequate level of key urban services, particularly
transportation and sewer facilities. However, these services can be provided within
a reasonable period of time. {See Residential Element Finding #30.}
2} Residential Policy 13.4 and its implementation actions require a conceptual
development plan for the undevelopedlunderdeveloped MDR-designated area in the
unincorporated area east of Game Farm Road South, Implementation action 13.4
requires that the conceptual development plan address the necessary key urban
services.
3) Transportation implementation action 11.2 {RECOMMENDED IN THE SPRINGFIELD
PLANNING COMMISSION CHANGES) ensures that adequate access and circulation will
be provided as future residential development occurs in the vicinity of Colonial Drive,
and will provide for the mitigation of a currently substandard local street with
inadequate access.
1
