ORDINANCE NO. l ~d'~~ <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METROPOLITAN ~i,EA PUBLIC FACILITIES PLAN (PFP) <br />The City Council of the City of Eugene finds as follows: <br />1. The Eugene-Springfield Metropolitan Area Public Facilities Plan <br />PFP} is a functional refinement plan refinement plan of the Eugene-Springfield <br />Metropolitan Area General Plan, <br />2. The City of Springfield has initiated amendments to the Eugene- <br />Springf~eld Metropolitan Area Public Facilities Plan PFP} pertaining to the <br />street, highway and bicycle facility improvement projects within the Gateway <br />planning area. <br />3. The PFP amendments are identifical to the TransPlan amendments <br />in that the PFP amendments are revisions to the PFP Street and Highway Project <br />List and Bicycle Project List. <br />4. The Springfield, Eugene, and Lane County Planning Commissions <br />held public hearings vn the Gateway Refinement Plan and assaciated Public <br />Facilities Plan amendment proposals on Goober 2,1991. Adoption of these <br />proposed amendments has been recommended by the Eugene, Springfield, and <br />Lane County Planning Commissions, Notice of the public hearings before the <br />Planning Commission and City Council has been given as required by Eugene <br />Code, 1971, Section 9.134, <br />5. The Springfield and Eugene City Council s and the Lane County <br />Board of Commissioners held a public hearing on January 29,1992 on the <br />prapased Gateway Refinement Plan and associated Public Facilities Plan <br />amendment proposals, Gn March 2,1992, the Springfield City Council adopted <br />Grdinance No. 5613 adopting the proposed TransPlan amendments. Gn <br />April 15,1992, the Lane Caunty Board of Commissioners adopted Grdinance No. <br />PA1013 adapting the proposed TransPlan amendments. <br />6. The proposed amendments to the Public Facilities Plan are necessary <br />to implement the Gateway Refinement Plan. <br />7, The proposed Public Facilities Plan amendments are consistent with <br />applicable Statewide Planning Goals, and meet other criteria for approval of <br />refinement plan amendments as required by Section 9.1452} of the Eugene Code <br />as shown in the findings attached as Exhibit A and incorporated herein by <br />reference, <br />Grdinance -1 <br />
