ORDINANCE NO. l ~d'~~ AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD METROPOLITAN ~i,EA PUBLIC FACILITIES PLAN (PFP) The City Council of the City of Eugene finds as follows: 1. The Eugene-Springfield Metropolitan Area Public Facilities Plan PFP} is a functional refinement plan refinement plan of the Eugene-Springfield Metropolitan Area General Plan, 2. The City of Springfield has initiated amendments to the Eugene- Springf~eld Metropolitan Area Public Facilities Plan PFP} pertaining to the street, highway and bicycle facility improvement projects within the Gateway planning area. 3. The PFP amendments are identifical to the TransPlan amendments in that the PFP amendments are revisions to the PFP Street and Highway Project List and Bicycle Project List. 4. The Springfield, Eugene, and Lane County Planning Commissions held public hearings vn the Gateway Refinement Plan and assaciated Public Facilities Plan amendment proposals on Goober 2,1991. Adoption of these proposed amendments has been recommended by the Eugene, Springfield, and Lane County Planning Commissions, Notice of the public hearings before the Planning Commission and City Council has been given as required by Eugene Code, 1971, Section 9.134, 5. The Springfield and Eugene City Council s and the Lane County Board of Commissioners held a public hearing on January 29,1992 on the prapased Gateway Refinement Plan and associated Public Facilities Plan amendment proposals, Gn March 2,1992, the Springfield City Council adopted Grdinance No. 5613 adopting the proposed TransPlan amendments. Gn April 15,1992, the Lane Caunty Board of Commissioners adopted Grdinance No. PA1013 adapting the proposed TransPlan amendments. 6. The proposed amendments to the Public Facilities Plan are necessary to implement the Gateway Refinement Plan. 7, The proposed Public Facilities Plan amendments are consistent with applicable Statewide Planning Goals, and meet other criteria for approval of refinement plan amendments as required by Section 9.1452} of the Eugene Code as shown in the findings attached as Exhibit A and incorporated herein by reference, Grdinance -1
