Findings: <br />~ } Transportation Policy 8.0 requires City coordination with LTD to develop new bus <br />routes throughout the Gateway Refinement Plan area, and to enhance existing routes <br />through construction of additional turnouts. <br />Policy l11-F-6 (5}: New developments shalt include consideration of improvements which would <br />accommodate urban public transit and other alternative modes. <br />Findings: <br />~ } Residential Policy 14.0 requires development area plans in the MDR-designated area <br />east of Game Farm Road South to identify access and circulation for the site, including <br />roads, drives, parking areas, and bike and pedestrian pathways. <br />2} Transportation Policy 9.4 provides for consideration of convenient access to and use <br />of transit #acilities through reduced walking distances, and provision of bus turnouts <br />and shelters where deemed necessary. <br />Public Utilities Services and Facilities Element Ill-G <br />Policy 1II-G-6 ~5}: Ef#orts shall be made to reduce the number of unnecessary special service districts <br />and to revise con#using or illogical service boundaries, including those that result in a <br />duplication of effort or overlap of service. When possible, these efforts shall be pursued in <br />cooperation with Spring#ield and Eugene, <br />Findings: <br />1} Public Facilities Policy 4.4 compels the City to encourage cooperation between the <br />Springfield Utility Board SUB} and the Rainbow Water District in the transfer of <br />Rainbow customers within the city limits to SUB. <br />Policy !ll-G-6 {6}: In addition to physical, economic, energy, and social considerations, timing and <br />location of urban development within the metropolitan area shat! be based upon the current or <br />imminent availability of a minimum 1eve1 of key urban services, <br />Findings: <br />1 } Public Facilities Policies 1.4 through 5.4 provide for the availability of key urban <br />services~as nevv development occurs. <br />Parks and Recreation Facilities Element Ill-H <br />Policy 111-H-5 t2}; Local parks and recreation plans and analyses shall be prepared by each turisdiction <br />and coordinated on a metropolitan level, <br />Findings: <br />~} Natural Assets, Open SpacelScenic Areas, and Recreation Policies 5.0 and 9.0 address <br />acquisition and maintenance of parks and recreation #acilities, and are consistent v~ith <br />INiflamalane Park District's current efforts to update their Comprehensive Plan. <br />10 <br />
