~ y~~s', <br />EXH~IT A <br />FINDINGS <br />DEMt~NSTRATING CONSISTENCY OF AMENDMENTS T4 THE PUBLIC FACILITIES PLAN WITH <br />THE EUGENE•SPRINGFIELD METROPOLITAN AREA GENERAL PLAN <br />AND APPLICABLE STATE-WIDE PLANNING GOALS, ADMINISTRATIVE RULES, <br />AND STATE STATUTES <br />The TransPlan project lists {i.e., Street and Highway Project List, and Bicycle Route Descriptions} are <br />adopted in Chapter VI of the Public Facilities Plan {PFP}. Amendments to the TransPian project lists <br />also must be made to the PFP project lists. The PFP is a functional refinement plan of the Eugene- <br />Springfield Metropolitan Area General Plan {Metro Plan). Section 8.030 of the Springfield Development <br />Code {SDC} specifies criteria that must be met by the Planning Commission and City Council in <br />reaching a decision to amend a refinement plan. These criteria have been adopted consistent with <br />Element IV--Plan Review, Amendment, and Refinement--of the Metro Plan. In accordance with SDC <br />8.030, findings must be adopted that demonstrate compliance of the proposed amendments to <br />TransPlan with 41 }the Metro Plan, {2) applicable state statutes, and {3}applicable State-wide Planning <br />Goals and Administrative Rules. <br />Criterion i : Demonstrated conformance with the Metro Plan. <br />The PFPamendments must be cansistent with the Metro Plan and its adopted functional refinement <br />plans. <br />Findings: <br />~} The PFPamendments arethe same as the TransPlan amendments, which are described <br />in Attachment ~~ <br />Findings ~ through 10 in Attachment, demonstrate conformance of the PFPamendments with <br />the Metro Plan, <br />Criterion 2: Demonstrated conformance with a livable State statutes. <br />The TransPlan amendments must conform with applicable State statutes, <br />Findings: <br />~ } The PFP amendments are the same as the TransPlan amendments, which are described <br />in Attachment ~ <br />Finding ~ in Attachment ~ demonstrates conformance of the PFP amendments with applicable <br />State statutes. <br />Criterion 3: Demonstrated .~ conformance with a livable Statewide P(annin Goals and <br />Administrative Rules. <br />The TransPlan amendments must conform with applicable Statewide Planning Goals and Administrative <br />Rules. <br />~XHlE1T <br />P~u~ f a~~ <br />
