ORDINANCE NO. i a~.o <br />A SPECIAL ORDINANCE G G A LIMITED <br />EXCEPTION TO SECTION 2,995 OF THE EUGENE CODE, <br />1971, AND AUTHORIZING THE MAYOR TG APPOINT <br />EWEB BOARD MEMBERS TO THE VOTER'S PAMPHLET <br />CO ;AND DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds as follows: <br />A. Subsection ~2) of Section 2.995 of the Eugene Code, 1971 SEC), provides <br />that the committee appointed by the Mayor to draft a voter's am filet a lanato <br />p p ~ rY <br />statement far a measure referred by the Council shall consist of two Councilors and two <br />persons opposed to adoption of the measure. <br />B. Although the Council has referred the Eugene Water & Electric Board <br />~EWEB) $150,400,000 band measure to the voters, it has done so at the request of <br />EWEB, and it would be in the public interest to grant a limited exception to EC <br />Subsection 2.9952) and authorize the Mayor to appoint two EWEB Board members to <br />serve an the voter's pamphlet committee for this bond measure in lieu of two Councilors. <br />NOS; THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The findings set forth above are adopted. <br />Section 2. Notwithstanding Subsection 2.9952) of the Eugene Code, 1971, for <br />purposes of developing the explanatory statement for the EWEB $150,OOO,o00 band <br />measure only, the Mayar is hereby authorized to appoint two EWEB Board members to <br />serve as the proponents on the voter's pamphlet committee in lieu of two City Councilors. <br />Section 3, The authority granted under this ordinance shall terminate upon <br />completion of the voter's pamphlet committee's duties in connection with the EWEB <br />$150,000,000 bond measure. <br />Section ~. That the matters contained herein concern the public health, welfare <br />and safety and therefore, an emergency is hereby declared to exist, and this ordinance <br />shall become effective immediately upon its passage by the City Council and approval by <br />the Mayor, retention by the Mayor for more than ten days, or readoption over a mayoral <br />ordinance - 1 <br />
