alternative to the assessment scheme provided by the City Engineer. The property owners <br />requested that a sound wall be constructed. It has achieved some noticeable sound reduction <br />and they should be assessed their relatively modest proportion in light of the over all cost. <br />Finally, it is the bnding of the Hearings Official that the proposed project is one for which <br />the assessments are for a local improvement as set forth in QRS 310.140 because: <br />1. The assessments do not exceed actual costs; <br />2. The assessments are imposed for a capital construction project which provides <br />a specibc benebt to a specific property or rectifies a problem caused by a <br />specific property; <br />3. The assessments are unposed in a single assessment upon completion of the <br />project; and <br />4. The assessments allow the property owners to elect to pay off with interest <br />over at least l0 years. <br />Therefore, it is the recommendation of the Hearings Qfhcial that the City Council adapt a <br />resolution Imposing the assessments as determined by the City Engineer. <br />Respectfully submitted, <br />J~~..~ ~ <br />Jack A.
