Section 3. Notwithstanding any relevant provisions of the Eugene Charter of 197b <br />or Eugene Code, 1971 concerning the effective date of ordinances, the above Metro Plan <br />urban growth boundary amendment and plan diagram designation shall not become <br />effective until identical amendments have been adopted by Lane County and the City of <br />Springbeld. <br />Section 4.
