Mr. Melich stated that <br />his neighbor had lived on the street for 45 years and had paid assessments before but couldn't <br />afford to pay any assessments now. Mr. Lyle answered that Mr. Melich should advise her of <br />the defenVal grogram available. <br />Ms. Goode then asked whether leaving the property Eby death or transfer} required the <br />deferred assessment to be paid.
