FIRE AND EMERGENCY RESPONSE <br /> <br />D1. Fire System Development Charges (SDCs) <br /> <br /> <br />?Eugene supports expanding SDCs to include fire and emergency response infrastructure and <br />capital facilities costs related to new growth. <br /> <br />D2. Firefighter Certification <br /> <br /> <br />?Eugene opposes the certification of firefighters by the Department of Public Safety and <br />Standards Training (DPSST). <br /> <br />D3. Mutual Aid: Wildfires <br /> <br /> <br />?Eugene supports the current mechanisms for responding in instances where the State Fire <br />Marshal assumes command of a wildfire emergency in the state the current mechanisms for <br />responding. <br /> <br /> <br />?Eugene opposes mandates requiring that local governments maintain specific fire equipment <br />or staffing levels to respond to these events or any legislation that mandates response. <br /> <br />D4. Wild Land Fire: Prevention and Recovery <br /> <br /> <br />?Eugene supports maintaining or enhancing the ability of municipalities and districts to <br />recover wild land fire response costs from responsible parties. The City currently operates <br />educational programs to reduce the risk of wildfires in the urban/rural interface zone. <br /> <br />D5. Toxics Right to Know <br /> <br /> <br />?Eugene supports the elimination of the provisions under ORS 453.370 and 453.402 which <br />restrict local jurisdictions from imposing hazardous substance fees equitably to Eugene <br />employers enrolled in the program. Currently, an arbitrary cap spreads an uneven burden to <br />smaller employers. <br /> <br />23 <br /> <br /> <br />
