Goal 13 -- Ener Conservation
To conserve energy.
Expansion of Jerry's at its existing site will result in some increase in traffc due to increased
number of employees and customers. Since the site is already operating over capacity, a
portion of the expansion will serve to accommodate current customers and employees. The
proposed expansion will take advantage of transportation infrastructure, Hwy 99 and Beltline
Hwy, that is already in place to provide access to this area on a region-wide basis. Given
that Jerry's is a regional attractor of customers, the location of this business near major
transportation routes minimizes miles traveled and eliminates the need for customers from
out of the metro area to travel through residential neighborhoods on local streets to reach
their destination.
Improvements to traffic circulation patterns, as required by the proposed site review criteria,
would reduce traffic congestion and improved traffic flow will result in some reduction of
energy usage by minimizing length of time cars wait in line to enter, exit or park on the site.
In addition, utilizing the existing site for expansion rather than abandoning the existing
building and paved area to relocate, will conserve land, raw materials and energy.
Balancing the various aspects of this proposal with respect to energy conservation, this
request is consistent with this goal.
Goat 14 -- Urbanization
To provide for an orderly and efficient transition from rural to urban land use. - -~
Goal 14 is not applicable to this request since it addresses establishing or changing an urban
growth boundary. This request involves property that is already inside the acknowledged
urban growth boundary and therefore is appropriate for urban levels of development.
Goal 15 -- Willamette River Greenwa
To protect, conserve, enhance, and maintain the natural, scenic, historical,
agricultural, economic, and recrea~onal qualities of sand along the Willamette River
as the Willamette River Greenway.
No portion of the site in this request is within or adjacent to the Willamette River Greenway.
Goals 16 -19 address coastal lands and features or ocean resources. These goals are not
applicable to this proposed amendment.
Exhibit B -Findings - 7
