This exception process in Goal 2 is not applicable to this request since no exception to a statewide planning goal is required. Goa13 -- A ricultural Lands To preserve and maintain agricultural lands. Goal 3 is not applicable to this amendment. All of the properties in this request are inside the urban growth boundary and designated for urban levels of development. None of the properties in this request are designated or zoned far agricultural uses. Goal 4 -- Forest Lands To conserve forest lands for forest uses. Goal 4 is not applicable to this amendment since none of the properties in this request are designated or zoned for forest uses. Goal 5 -- Open Spaces. Scenic and Historic Areas and Natural Resources To conserve open space and protect natural and scenic resources. Goal 5 is not applicable to this amendment. This site has not been identified for future open space. No scenic, historic or natural resources have been identif ed on this site. The A-2 channel, an open, human-made drainage channel is located just off this site, beyond ~~ the south end of Wilbur Avenue. This channel is part of Eugene's drainage system and is maintained by the City of Eugene Public Works Department. The Natural Resources Special Study encourages future public access along the channel and a vegetative buffer along its edge. A second drainage channel crosses this site from east to west about halfway between Theona Drive and the southern end of V~ilbur Avenue. The location of this channel approximates the location of a natural stream that formerly existed in this location. Goal 6 -- Air Water and Land Resources To maintain and improve the quality of the air, water, and land resources of the state. This proposed plan amendment will not have a signif cant impact on the quality of air, water or land resources of the state. Improvements to the traffic circulation pattern see discussion under Goal 12} and the provision of public sanitary sewers to this area tsee discussion under Goal ~ 1} could result in slight improvements to air and water resources.
