whether any property awners that had previously supported the project had changed their support
for the project based on the design changes. Mr. Lyle added that at the formation hearing, some
property owners indicated that they might change their votes, and this was the basis for
contacting them after the hearing to determine if they did indeed change from supporting the
project, Mr. Gall stated that some property owners could have changed their position the other
way, and Mr. Lyle said that they had not received such comments from property owners. Mr.
Gall concluded by stating that he had not received an appropriate notice of the result of the
formation hearing, to which Mr. Klope replied that notice of the formation of the LID was sent
to affected property owners. Mr. Gall responded that he had not received this notice, and Mr.
Klope reviewed his records and noted that Mr. Gall's name was included in the mailing list.
There were no further comments from members of the public, sa Mr. Watch adjourned
the hearing. Mr. Lyle also advised the property owners present that after the City Council
approves the assessment, if it does so, financing agreements would be sent to assessed property
owners.
3
