FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING, SANITARY AND STgRM SEWERS AND BIKE PATH TO SERVE <br />MEADOWOgD SUBDIVISION AND AREA FRgM HAWKINS HEIGHTS <br />ROAD Tq 120-FEET WEST qF TRILLIUM STREET AND FROM <br />HIGHLAND gAKS DRIVE Tq 400-FEET NORTH qF HIGHLAND gAKS <br />DRIVE ~Jq6 #3035} CONTRACT 93-19} <br />BACKGROUND <br />This project was initiated by a petition from the developer to construct streets, <br />sanitary sewers, and storm sewers for Meadowood Subdivision. The property owner <br />of Meadowood subdivision Joe Jaspers owns property within the local improvement <br />district ~"LID"} that will bear 65.1 percent of the assessable improvement cost. <br />Based on the petition, the City Engineer initiated the project, as provided for in Eugene <br />Code 7.1608} on April 27, 1957, and the City Council formed the LID on May 24, <br />1993. The project has been completed and final assessment costs have been <br />calculated. <br />During the local improvement hearing the developer, Mr. Jasper, made an agreement <br />with the UVoodtique Condominium Association.whereby he would paytheir portion of <br />the sanitary and storm sewer elements of the improvement project. This assessment, <br />which would have been borne by the Woodtique Condominium Association, amounts <br />to $6,303.64, which is being paid in exchange for easements for thaw facilities. No <br />other property owners testified at the LID formation hearing. <br />PROJECT <br />The projectincluded construction of a 28-foot wide street on Highland gaks Drive and <br />two 2S-foot wide cul-de-sacs, sidewalks, curbs and gutters, storm sewers, sanitary <br />sewers, and a bike path. <br /> <br />Under Cityof Eugene assessmentpollcy, 100 percent ofthe assessable improvement <br />costs will be distributed to the abutting property owners, These assessable costs do <br />not include the costs for intersections, costs allocable to City-owned property, or <br />bicycle paths, a!I of which are paid from other City funding sources.
