extension of services. Tax Lot #18-04-02-13-00800 is 32,400 square feet in size <br />and currently is partially developed with a large single family home. The parcel can <br />be further partitioned and is currently serviced by a private service line extended from <br />the Woodtique Condominium development. The private line is now being abandoned <br />and a connection is being made to the new system along the outer boundary of the <br />subdivision. The property has never been assessed for public sanitary sewers that <br />have been extended to serve the area. Tax Lot #1$-04-02-13-00800 is the remnant <br />of a larger tract owned by Mr. Norton which has been divided into several parcels, <br />including the Woodtique and Meadovuood properties. The sanitary sewer system <br />extended into Meadowood is a logical extension of public facilities and efficiently <br />serves the area. The method of assessment is identical to practices used by the City <br />for many years and most recently for larger lots in River RoadlSanta Clara. The area <br />being assessed to Tax Lot 15-04-02-13-00800 is roughly equivalent to three ~3} of <br />the subdivision lots. <br />Staff also received a phone call from Mr. Neilson downer of Tax Lot 18-04-02-14- <br />09300~, who does not feel that the sanitary sewer assessment is warranted. The <br />extension of the sanitary sewers is logical for his property. It is a large parcel of land <br />that can be developed in the future. The assessment is consistent with Eugene code <br />Chapter 7 guidelines and past practice. <br />PUBLIC HEARING <br />A public hearing concerning the assessment was held on March 22, 1994 at 6:00 <br />p.m. in the First Floor Conference Room of the Public Works Building, 858 Pearl <br />Street. Hearings Official Michael Walch presided. A copy of the Minutes of that <br />hearing is attached as Exhibit A, and a copy of the Memorandum prepared by City <br />staff to the Hearings Official is attached as Exhibit B. <br />FINDINGS AND REC4MMENDATI4NS <br />Drnner~~ ire <br />The Hearings Official finds that notice of the public hearing was provided and the <br />public hearing was conducted in accordance with the relevant provisions of the <br />Eugene Code. <br />,_-an~tar ewer ssess_ <br />..._.~ Y ment <br />One property owner has asserted that the sanitary sewer assessment costs for his <br />property Tax Lot #18-04-02M14-09300} are unwarranted.
