Exhibit A <br />MINUTES <br />Local Improvement District Assessment <br />Paving, Sanitary Sewers, Storm Sewers, and Bike Path <br />to serve Meadowood Subdivision <br />and Area from Hawkins Heights Road to 12o Feet West of Trillium Street <br />and from Highland Oaks Drive to 400 Feet Noah of Highland Daks Drive <br />Job #3035 (Contract # 93-19} <br />. March 22, 1994 Public Hearing <br />Hearings Official Michael Walch convened the hearing shortly after 6:00 p.m. He <br />described the nature of the hearing and the procedures which would be followed, and he <br />summarized the information he had received prior to the hearing. After this introduction, he <br />introduced City Engineer Les Lyle. <br />Nir. Lyle began by introducing Doug weber of the Eugene Public works staff . He then <br />indicated that the hearing was to consider the final assessments to the properties benefited by this <br />project, and that the cost of the assessment included the costs of engineering, construction, short- <br />term financing during construction, and administration. He stated that Eugene Code Chapter <br />7 had been followed regarding the proposed assessment of project costs to the benefited <br />properties. <br />Mr. Lyle next described how the assessments for the street extension portion of the <br />praject were generally based on front feet along the extended street. However, there is one cul- <br />de-sac Iot adjacent to the subdivision which does not have access to the street due to a reserve <br />strip, though it does have street frontage, sa it was not assessed for the street improvements, and <br />these costs were spread over the other lots in the local improvement district. Mr. Lyle also <br />noted that the City owned same of the street frontage in the project area and was not exempt <br />from assessment, so the City was paying the same rate per front foot for its frontage as were <br />the other property owners. Mr. Lyle indicated that the paving costs to be assessed were $58.33 <br />per front foot, which was less than the amount estimated at the hearing on formation of the local <br />improvement district. <br />Mr. Lyle then explained the proposed assessments for sanitary sewers. He indicated that, <br />in accordance with the Eugene Cade, sewer assessments were based on square footage .of the <br />respective properties, up to a maximum of 160 feet from the right-of--way. If a property <br />bordered on two rights-of way or had sewers adjacent to two property borders, this depth would <br />be measured from bath, but nave of the property area would be counted twice in determining <br />the assessable square feet. <br />Mr. Lyle also described the particular circumstances of one property in the district, Tax <br />Lot S00 (# 18-04-02-13 -00800} . He stated that this property had been served by a private sewer <br />line, but that this line had been abandoned when the subdivision was created. This property was <br />1 <br />
