The use of parking regulations to promote city , adopted goals and pol ~ c~ es; 8, Abuse by applicants of any parki ng-related permits; 9. The impact on nearby commercial uses; l0. The ease of enforcing the provisions of thi s chapter; and 11. The avai 1 obi 1 i ty of other parking spaces . Section 1.
