<br />ATTACHMENT A <br /> <br /> <br />Police Auditor Hiring Process <br /> <br />The 2006 Police Auditor Hiring Process included the following elements: <br /> <br />1) Interview with the Mayor and City Council (1 hour) <br />? <br /> <br />Each candidate participated in a structured interview process consisting of 12 questions and the <br />opportunity to ask questions with the City Council and Mayor <br />? <br /> <br />Panel members included City Councilors and the Mayor who rated the interviews on related job <br />dimensions and tallied scores for each candidate. <br />? <br /> <br />Following the interviews, the panel met with HR staff who facilitated an interview debrief, <br />delivered feedback from the other panels, and documented Council’s discussion and decision. <br /> <br />2) Interview with Internal Panel Members (1 hour) <br />? <br /> <br />Each candidate participated in a structured interview process with internal stakeholders consisting <br />of 12 questions and the opportunity to ask questions of the panel. <br />? <br /> <br />Panel members included members of EPD Command and Supervisory staff, Internal Affairs Staff, <br />the Police Commission Analyst, the Human Rights Analyst, EPEA Union leadership, the Risk <br />Management Director, and an outside Police Auditor. <br />? <br /> <br />Panel members rated the interviews on related job dimensions and tallied scores for each <br />candidate. <br />? <br /> <br />Following the interviews, the panel met with HR staff who facilitated an interview debrief of <br />candidate scores, strengths, and weaknesses and documented the discussion. <br /> <br />3) A Presentation and Q&A Forum with a Community Panel (1 hour) <br />? <br /> <br />Each candidate was asked to share a brief two minute oral resume on themselves and then spend <br />four minutes speaking on what they would bring to the City of Eugene if hired as the Police <br />Auditor. After the first five minutes the remaining time was spent with the candidate taking and <br />answering questions that were submitted in writing by community panel members. City staff was <br />on hand to time candidate responses to three minutes maximum each. <br />? <br /> <br />Following the forum, participating community members were asked to complete written feedback <br />forms for each candidate, and staff transcribed this feedback and shared it with Council and the <br />Mayor to inform their decision making process. <br />? <br /> <br />Community Panel Members included representatives from the Police Commission, Higher <br />Education, Public Defenders, and organizations representing various groups with an interest in this <br />position throughout the community. <br /> <br />4) A tour of the City of Eugene given by an Executive or Division Manager with the City <br />? <br /> <br />This was an unrated activity given as a courtesy to the candidates to help inform their decision <br /> <br />regarding relocating to Eugene should the opportunity be offered to them. <br /> <br /> <br /> <br />
