recommends approval of the proposed calculation of the price per unit for the sanitary sewer <br />lateral and service lines. <br />The Hearings 4ff~cial also recommends approval of the calculation of proposed assessments as <br />set forth in the Notice of Proposed Final Assessment, except for the modifications set forth <br />above and summarized below: <br />1. Delay the proposed assessment of tax lot 17-04-42-12-00102, owned by Eldon <br />and Sallie Walker until such time as the property is developed vacant property, <br />not annexed} . <br />The Hearings Official also finds that the project is one for which the assessments are for local <br />improvement as set forth in qRS 310.410 because: <br />1. The assessments do not exceed actual costs; <br />2. The assessments are imposed for a capital construction project which provides a <br />specific benefit for a specific property or rectifies the problem caused by a <br />specific property; <br />3. ~ The assessments are imposed in a single assessment upon completion o the <br />project; and <br />4, The assessments allow the property owners to elect to pay the assessment with <br />interest aver at least ten Flo} years. <br />Therefore, the Hearings Gfficial recommends that the City Council adopt an ordinance for <br />assessment as set forth by the City Engineer, including the modifications indicated above. <br />Respect lly sub ' ed, <br />r <br />Milo Mecham <br />Hearings official <br />Dated: April 14, 1995 <br />SANTA CLARA SEWER BASINS "L" "M" AND "V" Page 11 <br />FINAL ASSESSMENT -FINDINGS AND REC4MMENDATIGNS <br />
