Section 4. The City Counci 1 does hereby determine that each parcel of 1 and or 1 of herei nabove described i s specially benefitted to the extent of the assessment set forth . The Finance Dffi cer shal 1 give notice of the assessments to the owners of the assessed parcels advising them the assessment may be pai d i n full , without interest , within ten days of the effective date of thi s ordinance .
