ORDINANCE NO. l~~ <br />AN ORDINANCE CALLING A .CITY ELECTION TO BE <br />CONDUCTED BY THE LANE COUNTY ELECTION <br />DEPARTMENT ON THE 19TH DAY OF SEPTEMBER, 1995 <br />FOR THE PURPOSE OF REFERRING TO THE LEGAL <br />ELECTORS OF THE CITY OF EUGENE FOR THEIR <br />APPROVAL OR REJECTION A MEASURE AUTHORIZING <br />THE ISSUANCE OF $19,141,410,04 GENERAL OBLIGATION <br />BONDS FOR EMSIFIRE REDEPLOYMENT; AND <br />DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene lends as follows: <br />1. The City has authority under the Eugene Charter, the Oregon Constitution, <br />and the Eugene Code, 1971, to submit measures to the electorate of the City. <br />2. An EMS/Fire station redeployment plan was first adopted by the City Council <br />in 1985, but has not been fully implemented due to lack of funding. Funding for <br />redeployment is part of the City Council's current revenue strategy, including a proposal that <br />the capital cost for two new stations Chambers Connector and Coburg Road} be funded <br />by a potential bond issue in mid-1995. <br />3. Since the 1992-93 Eugene Decisions process, EMSJFire redeployment has been <br />a high priority with the Council. 1t was discussed as part of a General Fund revenue strategy <br />in 1994 and the Council directed the City Manager to prepare an FY 96 General Fund <br />budget which allowed the opening of Station 10 on Bailey Hill Road, and full staffing of <br />Station 3 at 17th and Agate. <br />4. The City Council Public Safety Committee has been meeting since December, <br />1994 and reviewing Phase 1 of the EMSIFire Redeployment Master Plan which includes: <br />a.
