MEMORANDUM <br />July 5,1995 <br />T0: Hearings official <br />FRUM; Les Lyle, City Engineer <br />SUBJECT: PAVING, CURBS, GUTTERS, WALKWAY, STQRM AND SANITARY <br />SEWERS QN WAGNER STREET FRUM MANGAN STREET S00-FEET <br />WEST ~CUNTRACT #94-34} ~JQB #3191} <br />BACKGRQUND <br />This project was initiated by a petition poll letter} from property owners. The petitions represent <br />55 percent support for the local improvement district. <br />Based on the petition, the City Engineer initiated the project, as provided for in the Eugene Cade <br />7.1 dO~S} on January 6,1994 and the City Council formed the LID on July 11,1994. The project <br />has been completed, and final assessment costs have been calculated. <br />Wagner Street was a previously platted street within Clayey Plat, 2nd Addition subdivision}that was <br />never developed. The adj oining property owners requested that the public facilities be constructed <br />through the local improvement district SLID}process. The property owners also requested that water <br />and electric service installation be included within the scope of the assessable costs. The City <br />contracted with Eugene Water and Electric Board ~EWEB} to install, with their forces, these <br />facilities. The cost of the installations was billed to the city by invoices. <br />PRUJECT <br />The project Included construction of a 28-foot wide street with a 35-foot radius cul-de-sac with <br />curbs, gutters, walkway, sanitary and storm sewers. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 92.8 percent of the improvement costs will be distributed <br />to the abutting property owners. The f nal assessment unit costs are listed below: <br />28-foot paving $ 62.851 front foot <br />Sanitary sewer $ .181square foot <br />Sanitary service $ 498.151each <br />Storm sewer $ .2dlsquare foot <br />
