ORDINANCE NO. ~aaa <br />AN ORDINANCE AUTHORIZING THE INSTITUTION OF <br />PROCEEDINGS IN EMINENT DOMAIN FOR ACQUISITION <br />OF PROPERTY INTERESTS AT THE NORTHWEST <br />CORNER OF 2ND AVENUE AND CHAMBERS STREET <br />(MILLAND AND MCKEEGAN PROPERTIES) FOR THE <br />PROPOSED FIRE STATION NUMBER TWO AND <br />TRAINING FACILITIES. <br />The City Council of the City of Eugene finds that: <br />A. The City Council has authority under provisions of the City Charter and applicable state <br />law to institute proceedings in eminent domain for the acquisition by condemnation of <br />private property for public purposes, including uses associated with the operation and <br />maintenance of its Department of Public Safety. <br />B, The City of Eugene has developed the Fire Redeployment Plan to meet minimum response <br />times and provide necessary training facilities for the Department of Public Safety. <br />C. On September 19,1995 the Eugene electors approved the Fire Rede to ment Pro e Tax <br />P Y P ~y <br />Bond Measure to provide funding for the acquisition of property and construction of the <br />proposed facilities. <br />D. The adopted Fire Redeployment Plan identifies the need to construct new facilities to meet <br />minimum response times to emergency fire and medical calls. The acquisition of the <br />property described herein is in implementation of the Plan. <br />E. A study was completed by the Lane Council of Governments ~LCOG} to determine <br />availability of possible sites. 7n determining the location for the proposed facilities the <br />following criteria was studied: emergency response time, parcel size, access to the site, <br />land use suitability, and long-term flexibility. The property herein described is located at <br />2nd Avenue and Chambers Street meets the criteria. <br />F. To provide adequate land to construct the facilities described in the Fire Redeployment <br />Plan, the City must acquire additional land. <br />G. The majority of the land to be acquired by authorization of this ordinance is presently <br />vacant land that was part of the former saw-mill site. The smaller parcel on the immediate <br />corner includes an older hawse that is no longer being occupied. The properties are zoned <br />industrial. <br />H. The acquisition of these properties allows for the long-range development and operation <br />of the facilities consistent with the Fire Redeployment Plan.
