<br />i s to encourage property owners , alarm users and alarm businesses to assume

<br />proper use of alarm systems, to prevent unnecessary emergency responses to false
<br />a 1 a rms , to recover the city's costs and expenses incurred i n responding to fial se
<br />alarms , and protect the emergency response capabi 1 i ty of the city from misuse.
