Transportation F~rnctxon. The alleys proposed for vacation serve na essential <br />transportation f unction; they merely provide internal access to parcels located <br />within the affected block. The ~ only remainvag structure, the McDonald <br />Theater Building, does not require alley-access vehicular service. Alternative <br />and superior access will be provided through redevelopment of the block as <br />a transit station with properly-designed entrances, exits, and bus lanes, which <br />can also be used for emergency vehicle access. <br />Vacation of the alleys will improve traffic flow within the area because the alleys will <br />be replaced by the new transit station, The new transit station will <br />a. Improve bus circulation in the area and take buses off the street by replacing <br />the existing on-street bus transfer facilities on Qlive and Eleventh. <br />b. Provide improved mass transit transportation throughout the city via. a. central <br />terminal with easy entrance and exit from loth and 11th Avenues and <br />Willamette and alive Streets. <br />c: Replace the makeshift multi-entrance surface parking arrangement on the <br />subject block with nearby structured parking having properly-designed <br />entrances and exits. <br />Iv. Conclusion <br />The information provided above and incorporated therein by reference demonstrates that <br />the requested vacation is in the public interest and otherwise qualifies for approval.
