Abutting properties, Under QRS 217.4842}, ,the consent of all owners of ffabutting <br />property" is required. <br />As the attached map and property list show, consents have been obtained for 100% <br />of the abutting property. <br />Properties abutting the alleys to be vacated include all of the tax Tots an the block <br />bounded by Olive Street, loth Avenue,. Willamette, and 11th Avenue, as well as the <br />city street rights of way within 204 feet of the edges of each alley. A list of "Abutting <br />Properties" and. their owners is attached, along with the required notarized owner <br />consent forms. The property having direct frontage on the alleys to be vacated may <br />also be identified as Tax Lots 1900, 2000, 2100, 2200, 2300, 2400, and 2500, of <br />Assessor's Map 17-03-31-13, plus portions of the city street right of way adjoining the <br />block on which the alleys are located. <br />Affected properties. Under QRS 271.4802}, the consent of owners of "not Tess than <br />two-thirds in area of the real property affected" by a vacation is required and has <br />been obtained, as shown by the attached map, notarized owner consent forms, and <br />list of affected properties for each alley for which consents have been secured. <br />Properties "affected" by the vacation are defined by QRS 271.4802} as "the land lying <br />on either side of the street or portion thereof proposed to be vacated and extending <br />laterally to the next street that serves as a parallel street, but in any case not to <br />exceed 200 feet, and the land for a like lateral distance on either side of the street <br />for 400 feet. along its course beyond each terminus of the part proposed to be <br />vacated. Where a street is proposed to be vacated to its term%ni, the land embraced <br />in an extension of the street for a distance of 400 feet beyond each ter~m,inus shall <br />also be counted " <br />As shown by the plat map, each city black is 334 feet long. The two alleys bisecting <br />the subject block are each 14 feet wide and 334 feet long. Each quadrant of the <br />subject block is a 160x160-foot square. Each of the adjoining city streets is ~6 feet <br />wide. The sum of a block length X334 feet} and a street width ~6b feet} is 400 feet. <br />A 4i~-foot extension of each alley is a 14-foot-wide corridor crossing the adjoining <br />street and the adjoining city block. The width of the "affected property" area for <br />each alley is the distance X160 feet} from the sides of the alley to the edge of the <br />block, which is the distance to the "next street that serves as a parallel street." <br />Thus the "affected area" far each alley consists of the sum. of the areas of two strips <br />of land along either side of a corridor 14 feet wide by 1134 feet long. The sum of <br />the two strips is 362,880 square feet X404 plus 440 plus 334 times 2 ~ 3b2,880}.
