h. Provide maximum protection to agricultural activities by minimizing activities, <br /> particularly residential, that conflict with such use. Whenever possible planning <br /> goals, policies, and regulations should be interpreted in favor of agricultural <br /> activities. <br /> <br /> i. Agricultural lands shall be identified as high value farm lands and farm lands in <br /> other soil classes in accordance with OAR 660 Division 033. <br /> <br /> j. Such minimum lot sizes or land division criteria as are used in EFU/RCP zones <br /> shall be appropriate for the continuation of the existing commercial agricultural <br /> enterprise in the region. The commercial agricultural minimum field or parcel <br /> sizes and corresponding farming regions identified in the Addendum to Workin.~ <br /> Paper: Agricultural Lands shall be used to determine the appropriate division <br /> requirements for lands zoned EFU/RCP. <br /> <br /> k. Conversion of rural agricultural land to urbani×able land shall follow the process <br /> and criteria set forth in Goals 3 and 14. <br /> <br /> 1. Regard non-agricultural uses within or adjacent to agricultural lands as being <br /> subject to the normal and accepted agricultural practices of that locality. <br /> <br /> m. No policy shall be construed to exclude permitted and specially permitted non- <br /> farm uses, as defined in ORS 215.213 and OAR 660 Division 033, from the <br /> EFU/RCP zones. Implementing ordinances shall provide for such uses, consistent <br /> with the statutory and OAR 660 Division 033 requirements. Special permits for <br /> commercial uses in conjunction with farm use shall have the same effect as <br /> making the use an outright permitted use on the affected parcel. <br /> <br /> n. Land may be designated as marginal land if it complies with the requirements of <br /> ORS 197.247 (1991 Edition). <br /> <br /> o. Lane County recognizes ORS 215.253 shall apply on land-zoned EFU and <br /> Marginal Lands. <br /> <br /> p. Recreational activities in the Park and Recreation (PR/RCP) zone district within <br /> agricultural areas that are outside lands for which a built or committed exception <br /> to a statewide planning goal has been taken shall be limited to those uses <br /> consistent with Statewide Planning Goals 3 and 4. <br /> <br />Forest Lands (Goal 4) <br /> <br />Findings <br /> <br />4-3..._4....
