EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Approval of Minutes, Findings and Recommendations from the Hearings Official and <br /> Adoption of Resolution 4789 Forming a Local Improvement District for Paving, <br /> Constructing Curbs and Gutters, Sidewalks, Median, Street Lights, Traffic Signal, Street <br /> Trees, Wastewater and Stormwater Drainage on Garden Way from Sisters View Avenue <br /> to Martin Luther King Jr. Boulevard, and the North Side of Martin Luther King Jr. <br /> Boulevard from Marche Chase Drive to 1-5 (Job #3502) <br /> <br />Meeting Date: April 12, 2004 Agenda Item Number: 2D <br />Department: Public Works Staff Contact: Paul Klope <br />www. cl. eugene, or. us Contact Telephone Number: 682-5246 <br /> <br />AGENDA ITEM SUMMARY <br />The council is asked to approve the Hearings Official's Minutes, Findings and Recommendations dated <br />April 5, 2004, and to adopt a resolution forming a Local Improvement District (LID) for paving, <br />constructing curbs and gutters, sidewalks, median, street lights, traffic signal, street trees, wastewater <br />and stormwater drainage on Garden Way from Sisters View Avenue to Martin Luther King Jr. <br />Boulevard, and the north side of Martin Luther King Jr. Boulevard from Marche Chase Drive to I-5. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />This project is identified is the FY98-FY03 Capital Improvement Program (CIP) adopted by the council <br />on February 26, 1997, and in the FY98 Capital Budget adopted June 23, 1997. Improvement to Garden <br />Way is included as a project in TransPlan (adopted in 1986) and the Willakenzie Area Plan (adopted in <br />1992). <br /> <br />On December 7, 1998, the City Council adopted a motion to authorize the design phase only of the <br />Garden Way Street project and consider a City Council public hearing regarding the project. A work <br />session was held by the council on September 11, 2002, and a joint public hearing was held with the <br />Board of County Commissioners on September 18, 2002. At those times, the council reviewed the <br />Planning Commission's recommendations of approving the Chase Gardens Nodal Development Plan <br />which included the proposed design of Garden Way. The council held a work session on October 28, <br />2002, to discuss testimony and questions raised during the September 18, 2002, joint public hearing. <br /> <br />On November 12, 2002, the council passed a motion to approve the proposed design, right-of-way <br />acquisition and bidding to improve Garden Way to make a safe pedestrian- and transit-friendly facility. <br /> <br /> L:\CMO\2004 Council Agendas\M040412\S0404122D.doc <br /> <br /> <br />
