<br />Councilor Kelly noted that the City Council would be adjourning to an executive se,,;sion. He said he <br />would not comment at this time given that there was a work session scheduled on this topi\.~ in the near <br />future. <br /> <br />Councilor Taylor co;:omended the c()mments. She felt another public hearing \vas warranted. She liked <br />1v1r. Rayor's comment that the questions needed to he asked correctly. She encouraged everyone to attend <br />the City Club presentation on this topic. <br /> <br />Mayor Piercy appreciated the etlort m;;1de to publicize the public hearing, noting it had been advertised <br />t\vice in the newspaper. She looked fonvard to more opportunities to move this isstw ahead. <br /> <br />Councilor Sohm10n noted that a four-hour ,vork session had been scheduled for Odobcr 19 on this topic. <br />She asked the lvlayor to outline what the meeting suught to accomplish and whether she wanted input on it <br />at this time to help prepare f(x that. She also wondered if there could be a pubJicinput component added <br />to it, <br /> <br />City Manager Taylor asked Mr. Pen'vvdl to respond. <br /> <br />fvlr. Penwell averred that f()ur huurs was a lim.itcd amount of time, He n:;}ted that he had listed ten. issues <br />in the action plan but he expected more Issues to arise. He hoped to get an indication of where the council <br />'yvas leaning individually ilnd co.lJectivdy on ce!1;Jin issues in order to use it as the "kick off" for the pubtic <br />participation process and engage the community in the value-based issues with smne inclination from the <br />council. <br /> <br />City Manager Taylor thought narw'vving the possibilities would help to eng<1ge the public. <br /> <br />ivlr. PenweU expressed his preference for documenting the work session weU in urder to get that <br />inhmnation out to the pubhc and offer them the chance to respond. <br /> <br />Councilor Hettman stated that she had asked for this hearing because she believed it was good to identify <br />any issues that could be out there that were overlooked 'Vvhen putting the process together. She thought <br />doing general scoping betorehand \vould help gain public input up front. She opined that it wm; n~)t fair to <br />go out. to the public and decbre that anyi:hing was possible.
