Bjorklund reminded the council that water that passed through thc connnunity was <br />used by other communities such as Corvallis for drinking water, and the City's actions affccted those <br />individuals as well. lIe noted the wLldIife diversity in the comnnmity, saying that there were few major <br />roammals other than deer in the metropolitan area but other species, such as birds, plants, fish, and insects. <br />were dIverse and numerous. <br /> <br />Mr. Bjorklund discussed t.he Goal 5 process, noting that periodic review work program item was focllsed <br />on three res~)urce types: l) riparian cOITidors; 2) upland wildlife habitat; and 3) wetlands. BjiSrklund reviewed past key daleS in the Goal 5 inventory process and key dates in the GoalS ESEE <br />process. 1-1e emphasized the considerable contact hetween staff and affected property ~)wners over the past <br />few years. <br /> <br />Mr. Bjikklul1d said that the council would consider adoption of the 10caJ wetland inventory and Goal S <br />inventory of significant \;\/dlands, minor corrections to the riparian and \vildlife habitat inventory, the <br />ESEE analysis and site recommendations, code amendments h) create the \WR \Vater Resources <br />Conservation Overlay Z,one, and legislative changes to apply the \WR overlay. <br /> <br />Mr. Bjorklund called the council's attcntion to a n,ap on the meeting room \ovall that depicted corrections <br />to the inventory since 2003 made p<.)ssible by more precise mapping t<.)()ls and new inf(mnation. <br /> <br />Mr. Bj;:n'klund revinved the Planning Commission's recommendations. Vlith regard to significant <br />riparian areas, there \Vere 950 total site acres in question and the commIssion nx:on:lmendcd 886 acres for <br />cnnservation. \:>lith regard to significant upland habitat, there were 177 total site acres and the commis-- <br />sion recommended 152 acres l()r conservation. With regard to significant wetlands, there were 619 total <br />site acrcs and the commission recommended 33l acres for consenration. <br /> <br />Me Bj6rklund reviewed the exhibits accompanying the ordinances bdbre the COUIK!l, noting that <br />Ordinance 1 applied inside the city J imits and Ordinance 2 applied to the areas outside the city Jin1!ts yet <br />within the urban growth boundary. He said the Lane Board of ('ounty Commissioners ,vould also have to <br />adopt the recOlnmendations f()r those areas outside the city limits. <br /> <br />Mr. Bj6rklund overviewed tbe proposed Goal 5 regulatiom~, noting they were based on regulations already <br />in place in the West Eugene \Vetbnds Plan area, He said they included f1exib1e conservation setbacks !'()r <br />protected Goal .5 resources, 'fhe flexibility included a setback averaging option and ,.vhat he termed a <br />"reduce and restore" option that allowed a developer to reduce a setback in one area in exchange for <br />restoration of the remaining conservation area.
