When a person begins construction of a sign requiring a sign permit before [S\:;IGR a] the permit is [approved] issued, the permit fee shall be doubled. Payment of a double permit fee shall not otherwise exempt the person from liability for other penalties prescribed for a violation of the sign standards. Section 33.
