<br />Findings for CA 04...5 and Z 05..14 <br /> <br />Establishment of the Special Area Zone <br /> <br />9.3020 Criteria for E$lablishment of an S Special Area Zone. Before adopting an <br />ordinance establislting a S Special Area Zo"e, the city council shall find that the <br />proposal is in compliance with following criteria: <br /> <br />(1) The area to which the S Special Area Zone is being applied meets at least one of <br />the following criteria: <br />(a) Is idemified in the Metro Plan or a refinement plan as appropriatefor <br />nodal development or for a special range of uses or development that can best <br />be achieved with the use of a special area zone; or <br />(b) Possesses distinctive buildings or natural features that require special <br />consideration to ensure appropriate development, preservation, or <br />rehaMlitation. In order to be considered distinctive, it must be demonstrated <br />that: <br />1. The area is characterized by buildings that merit preservation in <br />order to protect their special features; or <br />2. The area contains 1tatural features that have been identified by <br />the city as worthy of special treatment or preservation. <br /> <br />The Chambers area meets criterion (1)(a) above. This area is identified as area l.C on the <br />unadopted advisory map entitled "Potential Nodal Development Areas for the Eugene- <br />Springfield Metro Area" in TransPlan. <br /> <br />(2) An analysis of the area demonstrates how the uses and development standards <br />of the S Special Area zone ordinance will facilitate impleme1ttationof the <br />planned use of ti,e property or the preservation or rehabilitation of distinctive <br />buildings or natural features of benefit to the community. <br /> <br />The proposed amendment meets this criterion. The report, Chambers Reconsidered: Promoting <br />Compatible Development in a Mature Neighborhood (2005) provides an analysis of the area that <br />demonstrates how the proposed development standards of the Chambers Special Area Zone will <br />facilitate the planned uses in the area. The ETN, R-l and C~2 subareas each have specific <br />development standards that implement the recommendations of the analysis, which allows for <br />compatible infUl development within the neighborhood. <br /> <br />(3) Except for areas zoned S-H Historic Special Area Z01te, tlte area to be classified <br />S Special Area includes at least .u acre in area. <br /> <br />The proposed amendment meets this criterion. The area included in the S-C Special Area Zone <br />is 81 acres in size. <br /> <br />Exhibit A-I <br /> <br />
