<br />Residential Housinfl Tvpes and Tenure PoliCY A-17 'lProvide opportunities for a full <br />range of choice in housing type, density, size, cost, and location. <br /> <br />The proposed zone change will expand opportunities for a range of choices in housing type, density, <br />size and cost by providing for certainty and reduced opposition to new residential development <br />within the study area. <br /> <br />Residential Housing [}lues and Tenure Policy A-l0 "Encourage home ownership of all <br />housing types, particularly for low-income households. " <br /> <br />The proposed regulations will encourage the development of smaller housing units in the area. <br />Those units will be more affordable than larger units, thus encouraging home ownership for <br />lower income households. <br /> <br />Residential Design and Mixed Ufie Polio' A-13 "Reduce impacts of higher density <br />residential and mixed use development on surroundiltg uses by considen'ng site, <br />landscape, and architectural design standards or guidelines in local zoning and <br />development regulations. " <br /> <br />The proposed amendments support this policy. The development standards in the Chambers <br />Special Area zone, specifically in the S-C/R-2 subarea provide for new development at higher <br />densities than currently exists. The development standards include requirements for limits on <br />building heights, building setbacks, window placement, lot size and allowable number of units <br />on lots. These standards are intended to reduce the impacts of infiB development on the existing <br />neighborhoods. Additional standards in the S-C/C-2 subarea will require lowered building <br />heights for commercial buildings adjacent to residentially zoned property. These development <br />standards will lessen the impact to the existing neighborhood. Generally, the proposed <br />amendments will influence the fonn and character of new development by addressing the site, <br />the landscape in which new buildings will be placed, and the architectural details ofthose new <br />buildings. <br /> <br />Residenlial Desiglt mId Mixed Use Policy A-14 "Consider adopting or modifying local <br />zoning and development regulations to provide a discretionary design review process or <br />clear and objective design standards, in order to address issues of compatibt1ity, <br />aest/letics, open spac.'e, and other community concerns. " <br /> <br />The proposed amendments support this policy. The Chambers Special Area zone regulations <br />included clear and objective design standards. Those standards address compatibility, aesthetics, <br />open space and "other community concerns." <br /> <br />Transportation Policy F.} Apply nodal development strategy ill areas selected by each <br />jurisdiction that have identifwd potential for this type of transportation-efficient lmld use <br />pattern. <br /> <br />Exhibit A - 4 <br /> <br /> <br />
