incompatible development and adopt a schedule for completion of nodal plans and implementing
ordinances.

Metro Plan:
E.6. Local jurisdictions shall carefully evaluate their development regulations to ensure that
they address environmental design considerations, such as, but not limited to, safety, crime
prevention, aesthetics, and compatibility with existing and anticipated adjacent uses
(particularly considering high and medium density development locating adjacent to low
density residential).

A.9. Establish density ranges in local zoning and development regulations that are consistent with
the broad density categories of this plan. ***
*** Medium density: Over 10 through 20 dwelling units per gross acre (could translate to
over 14.28 units per net acre through 28.56 units per net acre depending on each
jurisdictions implementation measures and land use and development codes)

A.10. Promote higher residential density inside the UGB that utilizes existing infrastructure,
improves the efficiency of public services and facilities, and conserves rural resource lands
outside the UGB.

A.11. Generally locate higher density residential development near employment or commercial
services, in proximity to major transportation systems or within transportation-efficient
nodes.

A.13. Increase overall residential density in the metropolitan area by creating more opportunities
for effectively designed in-fill, redevelopment, and mixed use while considering impacts of
increased residential density on historic, existing and future neighborhoods.

A.14. Review local zoning and development regulations periodically to remove barriers to higher
density housing and to make provision for a full range of housing options.

Growth Management Study:

Policy 1 Support the existing Eugene Urban Growth Boundary by taking actions to increase
density and use existing vacant land and under-used land within the boundary more
efficiently.

Policy 2 Encourage in-fill, mixed-use, redevelopment, and higher density development.

Policy 4 Improve the appearance of buildings and landscapes.

Policy 6 Increase density of new housing development while maintaining the character and
livability of individual neighborhoods.

Policy 9 Mitigate the impacts of new and/or higher density housing, in-fill, and redevelopment on
neighborhoods through design standards, open space and housing maintenance programs,
and continuing historic preservation and neighborhood planning programs.

L:\CMO\2005 Council Agendas\M051012\S051012A.doc
