(2) A plan or land use regulation amendment significantly affects a transportation facility if it: (a) Changes the functional classification of an existing or planned transportation facility; (b) Changes standards implementing a functional classification system; (c) Allows types or levels of land uses which would result in levels of travel or access which are inconsistent with the functional classification of a transportation facility; or (d) Would reduce the pelformance standards of the facility below the minimum acceptable level identified in the TSP The proposed amendments are consistent with Goal 12. The proposed amendments will not change the functional classification of an existing or planned transportation facility. Nor will they change standards implementing a functional classification system. Further, the amendments will not allow types Of levels of land uses which would result in levels of travel or access which are inconsistent with the functional classification of a transportation facility; or reduce the performance standards ofthe facility below the minimum acceptable level identified in the TSP. Goal]] - Ene11!V Conservation. To conserve energy. The amendments do not concern energy conservation. Therefore, Goal 13 does not apply. Goa114 - Urhanization. To provide for an orderly and efficient transition from rural to urhan land use. The amendments do not affect the City's provisions regarding the transition of land from rural to urban uses. Therefore, Goal 14 does not apply. Goa115 - Willamette River Gree:llwav. To protect, conserve, enhance and maintain the natural, scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette River as the Willamette River Greenway. The amendments do not contain any changes that affect the regulation of areas within the Willamette River Greenway. Therefore, Goal IS does not apply. Goo116: Estuarine Resources, Goal 17: Coastal Shorelands, Goal 18: Beaches and Dunes, and 600119: Ocean Resources. Goals 16 through 19 apply to Coastal Resources. The requirement that a site-specific historic zone be applied only to an area that is consistent with that zone's siting requirements does not implicate Goals 16-19.
