<br />(2) A plan or land use regulation amendment significantly affects a transportation facility if <br />it: <br /> <br />(a) Changes the functional classification of an existing or planned transportation <br />facility; <br />(b) Changes standards implementing a functional classification system; <br />(c) Allows types or levels of land uses which would result in levels of travel or access <br />which are inconsistent with the functional classification of a transportation facility; or <br />(d) Would reduce the pelformance standards of the facility below the minimum acceptable level <br />identified in the TSP <br /> <br />The proposed amendments are consistent with Goal 12. The proposed amendments will not <br />change the functional classification of an existing or planned transportation facility. Nor will <br />they change standards implementing a functional classification system. Further, the amendments <br />will not allow types Of levels of land uses which would result in levels of travel or access which <br />are inconsistent with the functional classification of a transportation facility; or reduce the <br />performance standards ofthe facility below the minimum acceptable level identified in the TSP. <br /> <br />Goal]] - Ene11!V Conservation. To conserve energy. <br /> <br />The amendments do not concern energy conservation. Therefore, Goal 13 does not apply. <br /> <br />Goa114 - Urhanization. To provide for an orderly and efficient transition from rural <br />to urhan land use. <br /> <br />The amendments do not affect the City's provisions regarding the transition of land from rural to <br />urban uses. Therefore, Goal 14 does not apply. <br /> <br />Goa115 - Willamette River Gree:llwav. To protect, conserve, enhance and maintain the <br />natural, scenic, historical, agricultural, economic and recreational qualities of lands <br />along the Willamette River as the Willamette River Greenway. <br /> <br />The amendments do not contain any changes that affect the regulation of areas within the <br />Willamette River Greenway. Therefore, Goal IS does not apply. <br /> <br />Goo116: Estuarine Resources, Goal 17: Coastal Shorelands, Goal 18: Beaches and <br />Dunes, and 600119: Ocean Resources. <br /> <br />Goals 16 through 19 apply to Coastal Resources. The requirement that a site-specific historic <br />zone be applied only to an area that is consistent with that zone's siting requirements does not <br />implicate Goals 16-19. <br /> <br />(2) Is consistent with applicable provisions of the Metro Plan and applicable <br />adopted refinement plans. <br /> <br />Exhibit A - 15 <br /> <br />
