Administrative Order -- Page 5 of 6 <br />(5) The location and physical characteristics of the parking area or facility; <br />Existing parking on Garfield Street north of W 6th Avenue between the first and second <br />railroad crossings includes eight (8) surface lots belonging to adjacent businesses and <br />on-street parking on both sides of the street. <br /> <br />(6) The demand for operating revenues, the costs of operations and enforcement; <br />Parking Fund financial instability means that there are limited staff resources available <br />to enforce parking time limits. However, the City has designated America Rescue Plan <br />Act resources for the near term to cover the cost of operations and enforcement of the <br />time-regulated spaces. <br /> <br />(7) The use of parking regulations to promote city adopted goals and policies; <br />Removal and modification of parking is consistent with City-adopted goals and <br />policies. <br /> <br />(8) Abuse by applicants of any parking-related permits; <br />Not applicable. <br /> <br />(9) The impact on nearby commercial uses; <br />Removal and modification of parking supports adjacent commercial uses by ensuring <br />the parking and adjacent travel lanes are available, as needed, to support the <br />commercial uses. <br /> <br />(10) The ease of enforcing the provisions of this chapter; and <br />Parking Fund financial instability means that there are limited staff resources available <br />to enforce parking time limits. However, the City has designated America Rescue Plan <br />Act resources for the near term to cover the cost of operations and enforcement of the <br />time regulated spaces. <br /> <br />(11) The availability of other parking spaces. <br />i. Vehicle parking will remain available on the street. <br />ii. Parking is available on adjacent private property. <br /> <br /> <br />On the basis of these findings, I order the following modifications to parking on <br />Garfield Street as shown in Exhibit A: <br /> <br />a. No parking shall be permitted at any time: <br />1. On the west side of Garfield Street north of W 6th Avenue beginning at <br />approximately 500 feet north of the intersection with W 6th Avenue, continuing <br />north for approximately 200 feet; and <br />2. On the east side of Garfield Street north of W 6th Avenue beginning at <br />approximately 500 feet north of the intersection with W 6th Avenue, continuing <br />north for approximately 100 feet. <br />b. Two-hour parking shall be permitted Monday through Sunday, 7:00 a.m. to 11:00 p.m.:
