<br />Eugene Ballot Measure 20-106 <br />November 8, 2005 <br /> <br />CAPTION: <br />External Review of Complaints Involving City Police Employees. <br /> <br />QUESTION: <br />Shall Eugene charter authorize city council to hire police auditor and appoint civilian <br />review board to review complaints against police? <br /> <br />SUMMARY STATEMENT: <br /> Under the Eugene Charter, only the city manager may hire or appoint individuals <br />or boards to investigate or review complaints against city employees. This measure <br />would amend the charter to allow the city council to hire and supervise an independent <br />police auditor, and to appoint a civilian review board, to investigate or oversee <br />investigations of complaints involving police employees. <br /> More specifically, under the measure, the city council could hire and authorize an <br />independent police auditor to: (a) receive complaints about sworn police officers and <br />civilian police employees; (b) contract with others to investigate complaints; (c) monitor <br />the city’s internal police investigations; (d) make recommendations following <br />investigations; (e) prepare reports; and (f) support the civilian review board. <br /> In addition, the council could appoint and authorize a civilian review board to: (a) <br />review completed investigations of complaints against sworn police officers; (b) require <br />the city to reopen investigations; (c) comment on investigations; (d) review and prepare <br />reports for the council on trends of complaints involving police employees; and (e) <br />oversee the work of the independent police auditor. <br /> <br /> <br />
