Findings – Page 2 <br />Exhibit B <br />to Administrative Order No. 57-22-02-F <br /> <br />Referral to Collection Agency ......................... $25 per occurrence <br />Scanned Images ............................................. $1.00/page <br />Microfilm/Microfiche Printing Charges ............. $.25/page <br />Internet use without Valid Library Card ........... $1.00 per hour <br /> <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />Findings: We have found that approximately 6% of our Circulation Supervisory Team <br />time is dedicated to the charging and collecting of library fines/fees, which is an annual <br />cost of $30,422.88. Additionally, we have found that approximately 12% of our desk staff <br />time is spent charging and collecting library fines/fee for an annual cost of $122,655.60. <br />This means we end up spending $156,630.72 in staff time yearly to collect the $235,000 <br />budgeted amount to library fines/fees. <br /> <br /> <br />(d) The amounts charged by other comparable providers. <br /> <br />Findings: The amounts that other libraries charge for fines and fees varies. Across the <br />nation, there are a significant number other library systems that do not charge fines for <br />overdue items to reduce access barriers. In Oregon, this includes many of our peers <br />such as Multnomah County Library, Washington County Cooperative Library System, <br />Jackson County Library Services, and Springfield Public Library has already committed <br />to that change and has not yet taken effect. <br /> <br /> <br />(e) The revenue needs of the City as determined by the adopted city budget. <br /> <br />Findings: The Eugene Public Library has reduced its General Fund budget by the <br />amount the amount budgeted to be collected via fines/fees, $235,000.
