Administrative Order -- Page 1 of 2 <br />ADMINISTRATIVE ORDER NO. 58-22-20 <br />of the <br />Executive Director of the Public Works Department <br /> <br /> <br />ESTABLISHING COMMUTER PERMIT PARKING ZONE 50 FOR <br />DESIGNATED AREAS ON STEWART ROAD. <br /> <br /> <br />The Executive Director of the Public Works Department finds that: <br /> <br />A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the <br />Manager’s designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking and imposing conditions upon which the streets and <br />other public property may be used for parking. <br /> <br />B. On January 29, 2020, the City Manager issued Administrative Order No. 21-20-02 <br />affirming my appointment as AIC Executive Director of the Public Works Department. <br /> <br />C. On August 5, 2020, the City Manager issued Administrative Order No. 58-20-17 <br />granting the Executive Director of the Public Works Department the authority to exercise all of <br />the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040, <br />5.045 and 5.050 of the Eugene Code, 1971, and to exercise all of the duties and responsibilities <br />specifically defined as those of the Traffic Engineer. <br /> <br />D. On March 29, 2022, the Traffic Engineer for the City of Eugene signed <br />Administrative Order No. 58-22-11, establishing parking restrictions on Stewart Road. <br />Administrative Order No. 58-22-11 designated a portion of Stewart Road for two-hour parking <br />between the hours of 7:00 a.m. and 11:00 p.m., and designated another portion of Stewart Road <br />for commercial parking only. <br /> <br />E. After considering the criteria set forth in EC 5.055, I have determined that it is <br />necessary to establish commuter permit parking Zone 50. <br /> <br /> <br />On the basis of these findings, I order that: <br /> <br />1. Notwithstanding any other Administrative Order to the contrary, the area depicted <br />on the map attached to this Order as Exhibit A, and as described specifically below, is established <br />as commuter permit parking Zone 50, and commuter permit parking shall be allowed in the zone <br />between 7:00 a.m. and 11:00 p.m., Monday through Sunday. <br /> <br />Zone 50 is established in the following area: <br /> <br />● The north side of Stewart Road between the intersection with S. Bertelsen Road and the <br />traffic diverter located approximately 2150 feet to the east; and
