Administrative Order -- Page 1 of 2 ADMINISTRATIVE ORDER NO. 58-22-20 of the Executive Director of the Public Works Department ESTABLISHING COMMUTER PERMIT PARKING ZONE 50 FOR DESIGNATED AREAS ON STEWART ROAD. The Executive Director of the Public Works Department finds that: A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the Manager’s designee to take administrative action establishing parking area time limitations, including the form of permissible parking and imposing conditions upon which the streets and other public property may be used for parking. B. On January 29, 2020, the City Manager issued Administrative Order No. 21-20-02 affirming my appointment as AIC Executive Director of the Public Works Department. C. On August 5, 2020, the City Manager issued Administrative Order No. 58-20-17 granting the Executive Director of the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040, 5.045 and 5.050 of the Eugene Code, 1971, and to exercise all of the duties and responsibilities specifically defined as those of the Traffic Engineer. D. On March 29, 2022, the Traffic Engineer for the City of Eugene signed Administrative Order No. 58-22-11, establishing parking restrictions on Stewart Road. Administrative Order No. 58-22-11 designated a portion of Stewart Road for two-hour parking between the hours of 7:00 a.m. and 11:00 p.m., and designated another portion of Stewart Road for commercial parking only. E. After considering the criteria set forth in EC 5.055, I have determined that it is necessary to establish commuter permit parking Zone 50. On the basis of these findings, I order that: 1. Notwithstanding any other Administrative Order to the contrary, the area depicted on the map attached to this Order as Exhibit A, and as described specifically below, is established as commuter permit parking Zone 50, and commuter permit parking shall be allowed in the zone between 7:00 a.m. and 11:00 p.m., Monday through Sunday. Zone 50 is established in the following area: ● The north side of Stewart Road between the intersection with S. Bertelsen Road and the traffic diverter located approximately 2150 feet to the east; and
