Exhibit B <br />to Administrative Order No. 58-22-03-F <br /> <br />Findings Supporting Proposed Fees for Shared Micromobility Services <br /> <br />Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the <br />following factors in determining the proposed fees for shared micromobility services. <br /> <br />(a) Applicable policies, enactments and directives of the Council. <br /> <br />- Sections 3.005 3.570, 3.572 and 3.574 of the Eugene Code (re: shared micromobility devices) <br /> <br />- Through an adopted ordinance and plan, the City Council has set aggressive targets for <br />reducing fossil fuel use and greenhouse gas emissions from transportation. The City Council <br />adopted the Climate Recovery Ordinance that set Climate Action Goals that include reducing <br />community-wide fossil fuel use by 50 percent compared to 2010 usage with a benchmark target <br />of a 25 percent reduction by 2020. The City Council adopted the Eugene 2035 Transportation <br />system Plan (TSP), including a goal of supporting the city’s target of a 50 percent reduction in <br />fossil fuel consumption and specifically calls for a tripling of the percentage of trips made on <br />foot, by bicycle and by transit. <br /> <br />(b) The amount charged by the City in the past. <br /> <br />No license for shared micromobility operations has been implemented in the city previously. <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />Full service and operation costs will be covered by the licensee. After considering comments on <br />the initial rule and fee proposals, City staff reconsidered the costs of providing the service and <br />the means for ensuring the costs would be covered by the fees. An estimated $20,000 of staff <br />time/year will be supported by the fees to pay for licensee management. Third-party data <br />management for compliance is estimated at an additional $10,000 - $16,000.
