Exhibit B
to Administrative Order 58-22-14-F

While building footprint determines which category a residential customer belongs in, the amount of
the fee will be based on the amount of total impervious surface on a typical property within a category.
Driveways, sheds and cement porches are examples of impervious surfaces that are not included in the
building footprint measurement but do figure into the calculation of the total impervious surface for
that category. Stormwater methodology defines the ESU measurement for a small residential account is
set at 1.8 ESUs. Medium residential accounts are set at 2.9 ESUs.

ESUs are calculated differently for large residential customers than for small and medium residential
customers. To calculate the number of ESUs belonging to a large residential customer, divide the amount
of the customer's impervious surface area by 1,000, truncated, the resultant being the number of ESUs.

Bldg. Footprint
or Actual
Impervious
Area

Tier

Average Sq. Ft.
by Category

Average Sq. Ft.

1,000 Small 1,800 1.8 $4.53 $8.15 $0.0082
1,001 Medium 2,900 2.9 $4.53 $13.14 $0.0131
2,999 Medium 2,900 2.9 $4.53 $13.14 $0.0131
3,000 Large varies 3.0 * $4.53 $13.59 $0.0136
4,000 Large varies 4.0 * $4.53 $18.12 $0.0181
8,000 Large varies 8.0 * $4.53 $36.24 $0.0362
**Small and Medium are based on the size of the building footprint (the garage/carport + first floor of the home).
***Large is based on the actual impervious area.

As you can see from the above table, the impervious surface amount per sq. ft. increases based on the
customer’s tier/total impervious area.

Duplex rates are calculated based on the building footprint and building configuration and are charged
the same three components of the stormwater fee as all other customers. The definition of small
residential category are residential customers who have 1,000 or less square feet of estimated building
footprint. Duplexes with a total footprint of 2,000 square feet or less will be treated as two small
residential properties.

The definition of medium residential category are residential customers who have more than 1,000 and
less than 3,000 square feet of estimated building footprint. Duplexes with a total footprint of more than
2,000 and less than 6,000 square feet will be treated as two medium residential properties.
