Exhibit B <br />to Administrative Order 58-22-14-F <br />Page 5 of 7 <br /> <br /> <br /> <br /> <br />Is the stormwater program paying an appropriate value for the use and occupancy of the City’s right <br />of‐way system? <br /> <br />The City of Eugene stormwater program is paying a similar charge for the use and occupancy of the City <br />of Eugene’s right‐of‐way system, when compared to other utilities in the area. <br /> <br />Percentage of Revenue for Use in the Right‐of‐Way <br /> <br /> <br />Cable TV 5% <br />EWEB 6% <br />Telecommunications <br />(including Internet access) 7% <br />NW Natural Gas 5% <br />COE Stormwater 6% <br />COE Wastewater 6% <br /> <br /> <br /> <br />Public Hearing Comments and Responses <br /> <br />Comment: One person had a general concern about the costs of stormwater service and asked whether <br />the increase has anything to do with state mandate HB 2001 for middle housing. <br /> <br />Response: Staff provided responses to the general concerns at the hearing. Staff explained that the <br />increase is needed for inflation and revenue falling short of expenses from holding costs flat in <br />previous years. Staff emailed customer memos with additional information for increases. This <br />comment does not contain an objection to the proposed fees. No change is being made to the fee <br />schedule as a result of the comment. <br /> <br />Comment: One person asserted that customers do not have adequate input and that, as they pay more <br />for services, they receive less service. He asserted that the increase was not related to “the supply <br />chain.” <br />Response: No change is being made to the fee schedule as a result of the comments. <br /> <br />Comment: One person supported the increase but requested that the City should then look at better <br />ways to actually achieve stormwater compliance and cleaner water, perhaps through user education <br />about roofing and best practices. She noted a stormwater issue on/through her own property. <br /> <br />Response: The City of Eugene’s stormwater education program is designed to reach all ages, <br />from school‐aged kids to adults, in a variety of ways. Over the past couple years, COVID has <br />impacted some of our in‐person opportunities to interact with the public, but staff continues to <br />provide information via our web site (www.happyrivers.org), the annual spring Clean Water <br />Connections newsletters (sent to over 86,000 residents in 2021), volunteer work parties, radio
